In jail he meets Detective Finlay and officer Roscoe and learns the victim is his brother Joe, a Treasury investigator. Joe was tracking a counterfeit-money ring run by the Kliner family, protected by corrupt cops and Mayor Teale. Reacher hunts the Kliners, works out how the fraud runs and finishes the job at a warehouse, where he burns the money.
