A town too small

Margrave is a small town where everyone knows everyone and almost nothing happens. That is why the arrest of a stranger for murder stands out. Finlay knows the local police routine and what normal looks like. When he sees the crime isn't normal, he follows a detective's instinct instead of his colleagues' haste. That stubbornness, more than strength, is what draws him to Reacher. In the books, Finlay is already in Killing Floor, and the series keeps him and Roscoe at the center of the investigation.

The stranger's case

In S1, Finlay is Margrave's chief detective and investigates the murder that put Reacher in jail. Something doesn't add up: the evidence points to a stranger, but the town seems to hide the rest. He starts looking at his own department differently.
