Full story

In 1991, the Winter Soldier, still under Hydra's control, ambushes a car on a lonely road and steals samples of super-soldier serum. In the present, a year after Ultron, Steve Rogers, Natasha Romanoff, Sam Wilson and Wanda Maximoff chase down Brock Rumlow, aka Crossbones, in Lagos. Rumlow tries to blow himself up next to Steve. Wanda lifts the blast into the air, but it hits a building and kills several Wakandan aid workers.

Secretary of State Thaddeus Ross presents the Sokovia Accords: the Avengers will answer to a U.N. panel. Tony Stark, guilty over Ultron and confronted by the mother of a young man killed in Sokovia, signs on. Steve doesn't trust governments after what he saw inside S.H.I.E.L.D. and refuses. In Vienna, during the signing, a bomb kills King T'Chaka. Cameras show Bucky Barnes, and T'Challa, the king's son, swears revenge as the Black Panther.

Steve and Sam find Bucky in Bucharest ahead of the special forces. In the chase, they all end up arrested along with T'Challa. In Berlin, a fake psychiatrist named Helmut Zemo reads the words that switch on the Winter Soldier. Bucky breaks out and wrecks the place until Steve stops him. When he comes to, Bucky says Zemo wants to find a base in Siberia holding five more frozen super soldiers. Steve decides to go, even if it makes him a fugitive.

Steve recruits Clint Barton, Wanda and Scott Lang. Tony assembles the other side with Natasha, T'Challa, Rhodes, Vision and a kid from Queens he signs up on the spot: Peter Parker, Spider-Man. The two teams clash at an airport in Germany. Scott goes giant, Peter cracks jokes nonstop and nobody really wants to kill anybody. Natasha lets Steve and Bucky get away. In the chase, a shot from Vision misses and takes down Rhodes, who falls from a great height and is left partially paralyzed. Steve's team ends up in the Raft prison.

Tony learns Bucky was framed and flies to Siberia alone to help. There, the super soldiers are dead; Zemo killed them. He lost his family in Sokovia and wants to tear the Avengers apart from the inside. Zemo plays a video from 1991: the Winter Soldier killed Howard and Maria Stark. Tony asks Steve if he knew, and Steve admits he did. The fight is brutal. Bucky loses his metal arm, and Steve smashes the reactor in Tony's suit, drops the shield and leaves with his friend. T'Challa, who tracked Zemo, stops him from killing himself and turns him in. Tony gives Rhodes leg braces and gets a letter from Steve with a phone. Steve breaks his allies out of the Raft. In the credits scenes, Bucky goes back into the ice in Wakanda until a cure is found, and Peter tests the web-shooter Tony gave him.

    When Tony calls Spider-Man into the airport fight, he yells "Underoos." It's an American brand of kids' underwear with superhero prints, popular since the late '70s. Tony is basically making fun of the kid's suit.

    At Peggy's funeral, Sharon repeats her aunt's advice: plant yourself like a tree and tell the world "no, you move." In the comics, the line belongs to Captain America himself, in Amazing Spider-Man #537, during the original Civil War. In the movie, it backs up Steve's decision not to sign the accords.
