Official premise: the First Formic War was won, but China was left devastated, and scientists conclude the ship was only a scout. Earth reorganizes: the Hegemon is created to keep nations in line, and the Polemarch to lead the new International Fleet. Even so, ambition and vanity lead some officers to put their careers ahead of defense. Bingwen, Mazer Rackham, Victor Delgado and Lem Jukes have to build a weapon that can defend humanity before the swarm arrives.
