Billy Rosewood

Billy and Sergeant Taggart are ordered to tail Axel, who humiliates them with bananas in a tailpipe and other pranks. The dislike turns to respect when the three foil a strip-club robbery together. Billy takes Axel and Jenny to Maitland's warehouse and, when they are discovered, kills Casey and saves Axel. Later, Billy and Taggart storm Maitland's estate to help their Detroit friend.

When the alphabet gang starts robbing jewelry stores, Billy calls the FBI on his own. The new chief Lutz feels challenged and suspends Captain Bogomil, putting Billy and Taggart under pressure. Billy works with Axel to decode the letters and the modified bullets. At the end, when the mayor arrives at the shootout, Billy and Taggart finally stand up to Lutz and prove Dent was the mastermind.

Seven years later, Billy has been promoted to a command post and has a new partner, Flint, because Taggart retired. The fishing photo with Axel, Taggart and Bogomil is still on his desk. Billy doesn't believe Axel when he accuses the respected DeWald, WonderWorld's security chief. When Axel is framed, Billy switches sides, gets wounded in the assault on the park and sees Axel kill the villain.

Decades later, Billy left the force after a falling-out with Taggart and became a private investigator. He helps Jane Saunders defend Sam Enriquez, accused of a murder he didn't commit, and recovers evidence from the victim's car. He is kidnapped by the cartel, but first warns Axel that Jane's life is in danger. Axel finds him held hostage and frees him. In the end he and Taggart make peace, and the three go out for a steak.

Billy Rosewood was created as Taggart's by-the-book partner, and Judge Reinhold plays him in every film. In an old draft of the first film, written for Stallone, the character was called Siddons and was killed halfway through.
