Bernard Holland

Bernard first shows up as the head of IT, polite and always close to the decisions. Bit by bit, Juliette's investigation shows that IT is behind the deaths she's trying to explain, and that Bernard relies on Robert Sims, of Judicial security, to do the dirty work and keep the Pact. From IT, a hidden team watches Juliette through the cameras, and George's hard drive was hidden right behind them.

At the end of the season, Bernard reveals that he is the one really running the Silo and has Juliette arrested. When she escapes, he takes a deal, and Juliette ends up going out to clean. Bernard is sure she'll die like everyone else.

With Juliette outside, Bernard imposes a curfew and blames the unrest on Walker and Carla from Mechanical. He trains Lukas as his shadow and shows him some of IT's secrets, like the Legacy, and has him decode the letters of Salvador Quinn, a rebel from the past. Bernard answers to a voice that talks to him over the phone, the Algorithm. To stay in control, he poisons Judge Meadows, once close to him, and cuts Billings off.

The uprising down below grows, and the rebels set a trap for him. When Juliette comes back, Bernard decides to see the outside with his own eyes and ends up trapped with her in the burning airlock.

Sims tells everyone Bernard burned to death. It isn't true: he's alive, badly scarred, hiding at the bottom of the Silo. Away from the Algorithm, he starts helping Juliette, Sims and Mechanical against Camille, the new head of IT, and hands over what he knows. The former enemies reach an understanding, and Juliette admits she hates not hating him.

Bernard suspects the Algorithm is a person, not a machine, and gets Camille to see it too. In episode 9, Farewell, he turns himself in to Judicial to draw the Silo's attention and buy time for his friends below. He dies there, and his suspicion turns out to be right.
