Washington, D.C., 2011. The president's children, Zoe and Ethan Coyle, are kidnapped from school, and the kidnapper asks for no ransom. Cross is among the first on scene and works with agent Ned Mahoney and Sampson, but the FBI, Secret Service and CIA try to freeze him out. Meanwhile, a group called the Family, led by Hala and Tariq, poisons the city's water and attacks the Metro. The Family looks like the obvious suspect but is ruled out: the kidnapper is Glass, the school nurse, broken by his son's death. Glass is arrested and shot when he reaches for a gun. Tariq kills himself with a poison capsule, and Hala runs. Cross makes a desperate call that goes against everything he believes.
