In 2023, a resistance group led by Carmelo Johns hacks broadcasts to denounce the NFFA. In Los Angeles, waitress Eva and her daughter, Cali, are locked in at home, but Eva's father has sold his own life to leave them money. A couple, Shane and Liz, have their car sabotaged by a gang. Sergeant Leo Barnes heads out armed to kill Warren Grass, the drunk driver who killed his son. Leo saves Eva and Cali from paramilitaries and leads the group through streets and tunnels. They face gangs, and Big Daddy, a paramilitary leader, reveals the government sends death squads to raise the toll among the poor. Leo is shot, but Warren kills Big Daddy, and Leo spares the man he meant to kill. The sirens blare.
