Filler arc. While waiting for Jiraiya, Naruto goes with Neji and Tenten to the Land of Birds, haunted by a warrior in empty armor that everyone takes for the ghost of the country's old lord. Suspicion falls on the strategist Kōmei, but the mystery runs deeper. The young lord Sagi is already dead, and the one using his name is his twin sister, Toki, who is hunting her family's killer. The real culprit is the adviser Mōsō, actually Hōki, a foreign ninja who poisoned the old lord to control the country. Naruto beats Hōki with his clones, and Toki takes charge.
