Quick recap

Aaron Cross is an agent of Outcome, a Defense Department program that boosts body and mind with pills called chems. He is on a training exercise in Alaska when Treadstone and Blackbriar go public. Colonel Byer decides to shut Outcome down and kill every agent and doctor. Cross survives a drone strike and, out of pills, seeks out scientist Marta Shearing, who has also escaped an attempt on her life. The two go to Manila for a virus that makes the enhancements permanent. A chase through the city's streets follows, and they escape by boat.
