Early 1996. Major Jack Reacher is in Virginia to receive a medal when Colonel Leon Garber sends him to an "inter-agency cooperation school" alongside Casey Watterman of the FBI and John White of the CIA. It is actually a covert operation overseen by the National Security Advisor: a double agent has warned that a sleeper cell in Hamburg has struck a $100 million deal with an American. The three must find out who the buyer is and what he is selling. Reacher recruits his former sergeant Frances Neagley to help.
