With the Transformers already on Earth, Duke puts the G.I. Joe team together as Cobra grows stronger. Cobra Commander gathers allies at M.A.R.S. and combines Dr. Venom's Brainwave Scanner with Energon tech to build a mind-control machine. Duke, the Baroness, Risk, Stalker and Cover Girl fall into Destro's hands as test subjects and only escape thanks to Clutch's tank. In the end, the Commander triggers a bomb that would kill everyone nearby and enslave the minds of Washington. He shuts it down himself by killing the scientist running it, escapes with a piece of the machine and tells Destro the truth about the robots. Duke returns to the Pit beaten, and Clutch's jeep transforms: it's Hound.
