Jacobim Mugatu is the eccentric fashion designer who leads the plot against Malaysia's prime minister. Will Ferrell plays him.
Mugatu and the agent Maury are tasked by the industry with finding a model who can be brainwashed to kill Malaysia's new prime minister, whose policies would end cheap child labor. He picks Derek, whom he had never worked with. He creates the Derelicte line, inspired by homeless people, as a front.
In the second film, Mugatu is serving two consecutive life sentences for trying to kill the prime minister. His accomplice, the agent Maury, turned state's evidence and vanished into witness protection.
Andy Dick was going to play Mugatu but was unavailable. The role went to Will Ferrell, according to Wikipedia.
