A killer named Rebecca is working through a list of billionaires, all tied to child trafficking. Cross and Sampson chase her while Kayla Craig rises at the FBI. The big fish is Lance Durand, whose Prosperity Seed project was built over children's bones. Rebecca's partner Donnie is killed by her aunt Clare, who is hiding that she sold out Rebecca's mother. In the finale, Rebecca kills Nat, another name on the list, and buries Durand alive on his family farm in Iowa. At the Canadian border, Clare forces the police to shoot her and Rebecca jumps off a dam. The FBI won't charge Durand, so Cross hands the evidence to a senator, who exposes him. Cross turns down a promotion and a medal, turns in his gun and badge and quits.
