Washington, D.C. Alex Cross is still grieving his wife, Maria, when activist Emir Goodspeed turns up dead in his car with his head shaved. The autopsy points to murder, and Chief April Anderson wants Cross as the face of the case. The trail leads to powerful Ed Ramsey, who follows a handbook of famous killers and keeps Shannon Witmer chained in a basement. Meanwhile, someone tied to Deirdre Nolan is stalking the Cross family. Cross and his partner John Sampson stop Ed from executing Shannon. Peter Lenox breaks into the Cross home and attacks Nana Mama, and Cross learns that Miss Nancy, Peter's street mom, manipulated Deirdre into confessing to his crime. Ed is charged only with Emir's murder and the kidnapping. Cross starts therapy and visits Maria's grave.
