Quick recap

In 2016, the NFFA, in power, announces an experiment on Staten Island: for twelve hours, any crime is legal. Residents who stay get $5,000, with a bonus for taking part. Everyone wears camera contact lenses and a tracker. Nya, an activist against the experiment, her ex Dmitri, a gang boss, her brother Isaiah and the addict Skeletor get caught up. The crimes are minor at first, and the NFFA sends mercenaries to raise the death toll. Dmitri and Nya push back. At the end of the night Dmitri is hailed as a hero and says they must fight back. The NFFA official calls the experiment a success and talks about a nationwide Purge.
