Quick recap

The Red Skull is gunned down on page one, and Steve Rogers is pulled into a spy plot involving Russian general Aleksander Lukin, who wants the Cosmic Cube. With Sharon Carter and S.H.I.E.L.D., Steve tracks a legendary Cold War assassin, the Winter Soldier. Bit by bit he learns the agent is Bucky Barnes, his partner presumed dead in 1945, turned by the Soviets into a weapon with no memory. Steve refuses to give up on his friend. At the climax, he uses the Cosmic Cube to give Bucky back the memory of who he is. The arc ends with Bucky free but unsure what to do with his past.

    Bucky's death was considered untouchable at Marvel. Ed Brubaker brought Steve's old partner back as a Soviet assassin, and the idea went straight into the 2014 film.
